CEE Bankwatch Network and Center for Environmental Research and Information Eko-svest in the framework of the project ‘Low-carbon alternatives for district heating and economic development’ are publishing a public call for hiring a public relations (PR) company for delivering a PR campaign, as well as organising two roundtables for promotion of the two studies created during the project (Analysis on alternatives to coal-based district heating for Bitola region and Position paper on Carbon tax).
Background
The Bitola coal region has been planning coal based district heating and discussions have heated up with the energy crisis. This situation is threatening to slow down the national plans for coal phase-out. To ensure there are no delays in the coal phase-out plans, two studies will be published and promoted among relevant stakeholders. One of the studies is an analysis on the factual situation of heating and the possibilities for potential environmentally and economically sustainable alternatives to coal-based district heating in the Bitola region that will also include an estimate of energy efficiency. To further help with ending the discussion on coal-based district heating for Bitola, a position paper on carbon taxing at the national level will be published as well, in order to raise the discussion at the national level. These two studies will be used as discussion points to be raised at two separate roundtables with central level decision makers, the energy production company and other relevant stakeholders. Thus, to better inform the local community in Bitola about the alternatives to coal based district heating, as well as the general public about carbon taxing at the national level, we are looking to hire a PR company to develop and implement a PR campaign, as well as, to organise two round tables for promotion of the two studies.
Subject of the proposal
The purpose of the activity is to develop and implement a PR campaign and two roundtables in order to promote the findings in the two studies (Analysis on alternatives to coal-based district heating for Bitola region and Position paper on Carbon tax), and thus to inform and educate relevant state actors and stakeholders about the content of the two studies. The campaign will be used to communicate the conclusions and analysis (research) of the two studies among relevant stakeholders and the general public. To communicate the project’s outputs we plan to use Eko-svest’s and Bankwatch’s social media channels (Instagram, Facebook and Twitter) using visuals (i.e. infocharts, posts and short videos), press releases to communicate a discussion conclusions at the local and central level and/or interviews for TV and online national media. The key messag e should focus on the discussion around the benefits for local communities of using alternatives to coal-based district heating and the promotion of renewable energy and energy efficiency.
The company should:
- Attend regular meetings, cooperate and follow the directions for creation and implementation of the campaign by the person appointed for communication by Eko-svest;
- Create a creative visual identity and campaign messages, for example infocharts, video infographics and animations, digital gifs, flash banners, etc. based on the two studies (Analysis on alternatives to coal-based district heating for Bitola region and Position paper on Carbon tax) and to submit a digital marketing plan, in accordance with the guidelines received from Eko-svest;
- Present the digital marketing plan and visual identity of the campaign to Eko-svest and modify it in accordance with the guidelines given by Eko-svest. The digital marketing plan should include preparation of posts for Facebook, Instagram and Twitter within a time frame of 3 months, according to the number of posts proposed by the PR company;
- Ensure appropriate PR and media placement of campaign products and appropriate presentation according to an approved PR plan;
- Implement a media campaign for a duration of 3 months starting from mid-September until mid-December 2022;
- Prepare a detailed report on the achieved results that includes a narrative section and a reach report, as well as to submit it to Eko-svest no later than 25 December 2022;
- In coordination with Eko-svest, organize two roundtables for each of the two studies (Analysis on alternatives to coal-based district heating for Bitola region and Position paper on Carbon tax) with around 15 participants each, including relevant state actors and stakeholders during the period November-December 2022.
Time frame and value of the contract
- The time frame for creating the digital marketing plan is 15 (fifteen) days starting from the date of signing the contract;
- The time frame for implementation of the campaign is three months after the approval of the digital marketing plan;
- The time frame for submission of the report on achieved results is no later than 25 December 2022;
- The value of the contract cannot exceed EUR 4 000.

Budget
A maximum of EUR 4 000 (including tax) will be paid in two installments. The first installment of 50% of the total amount will be paid upon signing of the contract and delivery of the invoice. The second installment of 50% of the total amount will be paid after completion of the campaign, implementation of all activities, submission of the reports on the achieved results to Eko-svest and CEE Bankwatch Network and delivery of the invoice.
Eligibility
An active company or consortium of companies, which is established in accordance with the laws of the Republic of North Macedonia and operates for at least 3 years. In case of application of a consortium of several companies or subcontractors, a contract will be signed only with one holder, on behalf of the consortium. The company should have experience working with civil society organisations.
How to apply
When applying, companies should submit:
- Brief description of the company;
- Portfolio of created campaigns for digital media with special reference to civil society projects;
- Professional biographies (CVs) of the employees who will work on the campaign;
- Current status of the subject not older than 6 months;
- Financial offer by items (see Annex 1).
Incomplete bids or bids sent after the deadline will not be considered.
Selection
Interested companies should send the complete offer to email: davor@bankwatch.org, no later than 15 August 2022, with the subject “Application for implementation of communication and PR campaign”.
The selection criteria will include:
1) Previous experience in similar projects;
2) Experience in working with civil society organisations and local communities;
3) Financial offer.
The entire documentation should be submitted in English, in electronic form.
