How to interact with development banks lending to hydropower projects in Central Asia: A toolkit for civil society activists

Toolkit | 3 February 2025
This toolkit is aimed primarily at civil society organisations in Central Asia tackling the construction of dams or other unsustainable water infrastructure. As the region does not have an established culture of public participation in decision-making, those seeking to raise concerns need to reach as wide a range of stakeholders as possible in order to be heard.
One route which has proven crucial in campaigns across the world is engaging with project financiers such as the multilateral development banks. However, communicating with such institutions is far from easy due to the complexity of their rules and procedures. The toolkit therefore aims to aid civil society organisations in communicating with financiers or potential financiers of harmful infrastructure projects, particularly those with major impacts on rivers.
