Local budgets and the reconstruction of Ukraine

Ukrainian municipalities, local governments, volunteers and residents are all on the front line, facing the challenges of war while meeting immediate reconstruction needs, including rebuilding damaged infrastructure, assisting internally displaced persons, providing basic services to the population, and supporting the army. Currently, this is funded through local budgets, supported by assistance from twin cities, humanitarian funds and volunteer projects, as well as government grants and state-funded projects. However, funding needs to be increased.
In the first part of the series Ukrainian communities at the forefront of reconstruction efforts: financial sources and their accessibility for municipalities, we examine the problems of access to finance for reconstruction at the community level and explore the possibilities of financing the needs of municipalities through extra-budgetary funding, including international financial institutions.
