In spite of the fact that the plant is already almost 50 years old and was closed in 2017 after a serious fire, Croatian state-owned utility HEP plans to bring it back to life for another 15-20 years.
The Ministry for Environmental Protection and Energy, failed to even require an environmental impact assessment, and allowed the extension of the plant’s old environmental permit.
Yet the plant has not worked for almost two years and would essentially be new compared to the current situation.
The groups therefore argue that any emissions would therefore be greater than today’s and need to be examined in an environmental impact assessment procedure.
