Priority measures for energy efficiency in buildings: Discussion paper on energy poverty, energy sufficiency and deep renovation in the Western Balkans
Discussion paper | 27 January 2026

This discussion paper highlights three priority interventions needed to both achieve climate goals and deliver increased well-being – addressing energy poverty, embedding energy sufficiency in policy design and deep renovation.
