Inclusive waste governance in practice: Report from a fact-finding mission in Berat, Albania

In April 2021, a pilot waste separation scheme was launched in Berat, a historic city in the south-central region of Albania. This initiative is Albania’s first comprehensive urban waste separation project, providing valuable lessons and acting as a crucial test of EU-aligned waste governance.

In October 2025, the Environmental Centre for Development, Education and Networking (EDEN) and the CEE Bankwatch Network visited Berat with the aim of turning the pilot scheme into a validated learning case study.

This report presents the pilot as a successful initiative and a transferable case study that can inform policy and donor programming, as well as future replication in other Albanian municipalities and beyond.
