“Compared to other financial institutions, the EIB is run with a high level of internal secrecy,” said Anna Roggenbuck, who has been following the EIB for over 15 years for Bankwatch, a civil society organisation that monitors publicly financed projects. “Whether this concerns how they appoint people at top positions or how they make decisions on projects they finance.”
