CEE Bankwatch Network z.s., Reg. No. 68406258 (“Bankwatch” or “BWN”) is a registered association working as a non-governmental, non-profit organization focused on environmental and public interest advocacy. Its operations span Central and Eastern Europe and include extensive cooperation with EU institutions and other international partners.
Bankwatch’s income derives predominantly from international grants provided by the European Commission, government development agencies, and private foundations. The total income in 2024 exceeded CZK 100 million incl. subgrants to third parties.
Bankwatch uses Helios iNuvio as its accounting software and follows Czech Accounting Standards for non-profit organizations under Decree No. 504/2002 Coll. The organization is not a VAT payer and does notengage in economic activities. Bankwatch plans to switch its functional currency from CZK to EUR as of 1 January 2026, in compliance with Decree No. 443/2023 Coll.
2. Purpose of the Tender
BWN is launching a tender for the selection of a statutory auditor for the five-year period 2025–2029. The audit engagement includes:
– Annual statutory audit of the financial statements (prepared under Czech GAAP for non-profits);
– Reporting in both Czech and English;
– Compliance with International Standards on Auditing (ISA);
– Advisory capacity for interim consultation
– Advisory capacity during the functional currency transition.

FY 2025 Audit to be delivered by 31 March 2026
FY 2026 Audit to be delivered by 31 March 2027
FY 2027 Audit to be delivered by 31 March 2028
FY 2028 Audit to be delivered by 31 March 2029
FY 2029 Audit to be delivered by 31 March 2030
3. Requirements for Auditor
Eligible audit firms must:
– Hold valid registration with the Czech Chamber of Auditors;
– Demonstrate proven experience with auditing non-profit organizations;
– Demonstrate experience with audits of international public and private grants incl. EU/EC-funded
project audits;
– Have excellent command of English (for reporting and communication);
– Be able to deliver audit services in line with ISA and Czech auditing standards.
4. Evaluation Criteria
Proposals will be evaluated based on:
– Proven experience in auditing NGOs financed through international public and private funding
schemes;
– Clarity and detail of proposed audit methodology;
– Fee structure and value-for-money;
5. Disqualifying Conditions
Audit firms will be excluded if they meet any of the disqualifying conditions under Section 2.4.2 of the

6. Submission Guidelines and Timelines:
Interested auditors are invited to submit:
– Letter of interest;
– Profile and experience;
– Copy of Chamber of Auditors license;
– Detailed fee quotation (in CZK and/or EUR);
– Proposed audit approach and timeline
– Signed Declaration on Exclusion Criteria (attached)
