Starting with the EU’s Carbon Border Adjustment Mechanism (CBAM) full implementation in January 2026, most electricity generation companies in the Western Balkans will be heavily affected, as their exports to the EU become dramatically less attractive overnight.
This report is aimed as a wake-up call to Western Balkan governments and EU decision makers to take urgent specific steps to avoid an unplanned and unjust transition.
