Advancing sustainable municipal waste management in Ukraine: Lviv agglomeration case study

Advancing sustainable municipal waste management in Ukraine: Lviv agglomeration case study

Briefing    |    21 April 2026

As Ukraine moves forward on its path towards EU integration and post-war recovery, the need to replace outdated waste disposal practices with modern, inclusive and financially sustainable systems is growing. This makes municipal waste management a key area of reform.

The Lviv agglomeration is a prominent leader in shaping an EU-aligned approach to waste management in Ukraine. Its experience highlights the costs of delayed and fragmented decision-making, as well as the opportunities unlocked by stronger planning, inter-municipal cooperation, targeted investment and closer alignment with EU standards.

This policy brief has been produced by Ecosmart and is a summary of a longer research paper that will be published soon.
