Assessment of the Czech Republic’s recovery and resilience plan

This briefing provides an overview of the Czech Republic’s proposed measures (as of 9 April) for spending funds from the EU’s Recovery and Resilience Facility. The Czech recovery plan includes a number of measures supporting the energy efficiency and digitalisation agendas. However, there is almost no focus on more complex environmental questions (like biodiversity, habitats, ecosystems and soil.) Despite the fact that the commitment to decarbonise appears in almost every component of the plan, the current version will not help the Czech Republic reach a zero-carbon economy by 2050 due to its reliance on outdated strategic documents. Civil society groups were not sufficiently involved in drafting the plan, and the plan was not made publicly available until 25 March 2021.
