Our position paper analyses the European Commission’s proposal for the 2028–2034 Multiannual Financial Framework, highlighting how it falls short of addressing Europe’s urgent investment needs for decarbonisation, digital transformation and biodiversity protection. While the proposal promises flexibility and strategic focus, it risks reinforcing short-term competitiveness at the expense of long-term resilience.
Bankwatch sets out its key concerns and recommendations, including the need to strengthen biodiversity financing, close just transition gaps, ensure compliance with fundamental rights, apply the ‘do no significant harm’ principle, safeguard partnership, support accession countries, and align EIB lending with climate and cohesion priorities.
