The end of 2024 marked nearly three years since the European Investment Bank launched its Ukraine Early Recovery Programme. This briefing critically analyses the European Investment Bank’s involvement in Ukraine from 2022 to 2024, highlighting persistent challenges in procurement, transparency, governance, and civil society involvement.

As reconstruction efforts transition from emergency response to longer-term initiatives, the European Investment Bank must improve its project implementation guidelines and enhance civil society involvement to facilitate a sustainable recovery.
