In the last two decades, Gorj County policies have led neither to the decarbonisation of the economy nor to its diversification. The report Financing a just transition in Gorj, Romania analyses the way EU funding was spent between 2007 and 2013 to mitigate the social costs of layoffs within Oltenia Energy Complex by retraining and labour market reintegration.
Before beginning the strategic planning for the next EU funding period, 2021-2027, and prior to accessing the newly available instruments for financing just transition, it is important to learn from the best practices from previous projects, as well as the unproductive ones.
The report concludes with a series of recommendations addressed to decision-makers, so the priorities of the programs in the next funding period can be more closely aligned to the real needs of the county.
