Is the Energy Performance of Buildings Directive delivering for countries in central and eastern Europe?

This booklet examines the early impact of the Energy Performance of Buildings Directive (EPBD) following the 29 May 2026 transposition deadline, drawing on insights from seven countries in central and eastern Europe.

The findings suggest that the Directive’s limited impact so far is driven less by shortcomings in the Directive itself and more by delays in transposition, legal uncertainty and fragmented policy frameworks. However, the Energy Performance of Buildings Directive has a strong potential to accelerate the green transition, but only if Member States complete its implementation and align national legislation with available EU funding to ensure the benefits reach all citizens.
