Proposal for just transition in Western Balkans for next Multiannual Financial Framework

Proposal for just transition in Western Balkans for next Multiannual Financial Framework

Briefing    |    2 May 2025

With the financing for just transition on the EU level under threat, the ambition for moving forward with just transition on the local level in the Western Balkans is rapidly decreasing because the EU is not prioritising the process.

To revive ambition on the ground, there are many options that can be used to support just transition process in the new MFF through new instruments, as well as existing and well-known ones – from a dedicated just transition fund for the Western Balkans that would swiftly move the process forward to softer, but much less effective approaches, such as including just transition as a horisontal principle in all financing for the region.
