Reforming with purpose: A checklist of reforms and investments for the EU’s national social climate plans

National social climate plans are a critical component of the EU’s efforts to ensure a fair and equitable transition to climate neutrality, helping to counterbalance the adverse impacts of the EU’s second Emissions Trading System on the most vulnerable.
As the June 2025 submission deadline approaches, managing authorities in many EU countries are currently drafting preliminary reforms and investments to be included in the plans.
This briefing provides managing authorities with a helpful checklist, drawing on best practices from existing funding and policy instruments in use across the EU, including the territorial just transition plans, national recovery and resilience plans, cohesion policy operational programmes, and national energy and climate plans.
