Scaling up investments in the decarbonisation of district heating in Western Balkan communities

Communities throughout the Western Balkans need to switch their district heating networks from fossil fuels to sustainable, renewable energy. International financial institutions, municipalities and government ministries all have a role to play in driving this decarbonisation effort. While fossil fuels power district heating in the vast majority of cities and towns in the region, financing for projects enabling the shift away are currently limited to well-established cities where the potential of renewable energy has already been proven.
This report describes both the constraints facing primarily small and medium-sized communities in the region that wish to upgrade their district heating networks as well as the financial needs and potential in recalibrating financial streams to unlock a just and sustainable heating transition in the Western Balkans.
