Tbilisi Transport Policy and Reforms: Main Issues and Recommendations

In 2018, after mounting public pressure and evidence of Tbilisi’s troubling car-focused planning, city authorities set out to decrease the city’s car dependency by prioritising public transit and developing better infrastructure for walking and cycling. International financial institutions, primarily the Asian Development Bank (ADB) and the European Bank for Reconstruction and Development (EBRD) have invested significantly in the reforms process, but the myriad of problems – from congestion to overcrowding in public transit – have persisted.
This publication provides an overview of the main issues and recommendations for Tbilisi City Hall and international financial institutions to ensure improvements in the public transport reform.
