The billion euro question – What has been achieved with the EU’s Western Balkans Energy Support Package?

In November 2022, the European Commission announced a EUR 1 billion Energy Support Package for the Western Balkans to mitigate the immediate effects of the energy crisis and accelerate the energy transition in the region. Half of this – EUR 500 million – was to be disbursed via the Western Balkans Investment Framework (WBIF). The other half was designed as budget support, with 90 per cent of the funds transferred to the Western Balkan countries between February and May 2023.

As of July 2025, the worst of the energy crisis has long since passed, yet only scattered information can be found online about the implementation of the Package. This report aims to assess as far as possible what the money has been spent on and what has been achieved.
