In November 2023, the European Commission announced a Reform and Growth Facility for the Western Balkans, comprising EUR 6 billion for 2024-2027, additional to the current Instrument for Pre-Accession Funds.

This briefing provides key recommendations to define clearer and narrower goals for the Facility, focusing on social and/or environmental goals. Particular caution, analysis and wide consultation is needed in the design of new funds for the region.
