The European Partnership Principle: The key to public involvement in Ukraine’s reconstruction

This briefing examines the critical need for public participation in Ukraine’s recovery and reconstruction process. As Ukraine moves towards EU accession, developing a robust civil society ecosystem is crucial for coping with future national reforms supported by international and EU financing.
We analyse the EU’s partnership principle and its application in cohesion policy, highlighting successful practices from Poland, Slovakia, and the Czech Republic. The report emphasises the importance of monitoring committees and civil society engagement in ensuring accountability, improving project quality, and addressing complex challenges like climate change.
Key recommendations include establishing a legislative framework for monitoring committees, involving the Secretariat to the Cabinet of Ministers in facilitating partnerships, and leveraging technical assistance from international institutions.
