The next EU budget proposal, announced in July 2025, brings a major shift in policy and big changes for biodiversity financing. 

This briefing explains what this proposal may mean for funding projects which focus on nature restoration and protection. It outlines potential risks and opportunities of the proposed approach with the aim of helping inform decision makers during the ongoing negotiations.  

The proposal places considerable responsibility on national authorities to determine how and to what extent biodiversity is financed from EU budget. It provides very limited guarantees that this vital sector will receive sufficient funding, as no dedicated nature fund has been planned.
