The Georgian company JSC Dariali Energy has requested a loan of up to USD 80 million from the EBRD for the 108 MW Dariali hydropower (HPP) project. The project involves the construction of a derivation-type HPP on the Tergi river in the municipality of Kazbegi. The project will divert water from the town of Stepatsminda towards the powerhouse close to the border with Russia, leaving eight kilometres of river without a sufficient amount of water.

The dieselgate scandal is symptomatic of a ‘better regulation’ agenda in favour of cutting compliance costs and replacing the role of the public regulator with corporate co- and self-regulation. More than 35 civil society organisations have signed this letter calling for immediate and transparent investigations; EU oversight in the process of type approval for motor vehicles; strengthened enforcement of environmental legislation at EU and Member State level; the suspension of fraudulent companies from the EU lobby register until it has been demonstrated that they comply with EU law.

The EU’s carbon market rules allow Central and Eastern European Member States to invest up to €12 billion in coal powered energy production. As representatives of the EU Member States are due to discuss the EU ETS this Wednesday, the new publication “Fossil fuel subsidies from Europe’s carbon market” adds momentum to the need to overhaul this policy.

This publication explores the EIB’s investments in renewable energy projects, focusing on financing through the intermediary banks via global loans. The EIB’s refusal to provide any exact information on the subject while referring to its disclosure policy, was a driving force behind the survey made by Bankwatch Network and FoEI between January and March 2005. They asked 386 financial intermediaries to provide a list of renewable energy projects financed through the EIB global loan credit line over the period 1999 to 2003. Sporadic reactions from the intermediaries resulted in no evidence about a concrete renewable energy project being financed from the EUR 300 million allocated by the EIB.

The publication sets out to provide a quick snapshot of renewable energy projects in south-east Europe. With a host of fossil fuel and nuclear projects currently being proposed across the region, sustainable energy initiatives have it difficult to reach the general public. While international financial flows generally follow the bigger, easier-to-handle projects, unfortunately only small drops are adding up to create a renewable energy and energy efficiency future.
