This briefing provides an overview of Estonia’s proposed measures (as of 18 April) for spending funds from the EU’s Recovery and Resilience Facility. Estonia has not shared an overarching plan that details how the country will utilise the facility, but only brief documents on individual proposed measures without an assessment of the ‘do no significant harm’ principle. Although proposed measures appear to largely support the green transition, they lack an overarching strategic framework and many could jeopardise the European Green Deal. Although there were basic public consultations on many proposed measures, there were none on some potentially harmful measures.
