Assessment of Latvia’s recovery and resilience plan

This briefing provides an overview of Latvia’s proposed measures (as of 27 April) for spending funds from the EU’s Recovery and Resilience Facility. Although it contains many green measures, Latvia’s recovery and resilience plan is a more a list of projects intended to fill the holes in the state budget rather than a strategic plan to make the economy more resilient and climate neutral. The drafting process for Latvia’s recovery and resilience plan has not been transparent and has failed to involve all stakeholders in meaningful consultations. Despite the potential of energy efficiency and renewables in the country, the plan’s proposals do not aim to implement the reforms needed for the energy efficiency measures to have an impact, and support for renewable energy is limited.
