Hooked on gas: Report on the status of national energy and climate plans in central and eastern Europe

National energy and climate plans (NECPs) are 10-year strategic documents detailing how EU Member States plan to reach the EU’s 2030 energy and climate targets, which are currently being revised.
This publication highlights the need for gas phase-out pathways and identifies shortcomings in the current draft NECPs of eight central and eastern European Member States – Czech Republic, Estonia, Hungary, Latvia, Romania, Slovakia, Bulgaria, and Poland. Currently, the national plans contain many fossil gas investments, rendering the Member States climate plans off track and not aligned with the EU climate targets.
