Renewable energy incentives in the Western Balkans

Against a backdrop of widespread public protests opposing hydropower in the Western Balkans, in September 2019, Bankwatch and partners published the Who Pays, Who Profits? report, which showed how renewable energy incentive schemes have driven the over-development of hydropower plants with a capacity of less than 10 megawatts (MW) across the region. Despite generating a small proportion of the region’s energy, they have severely damaged and in some cases destroyed many communities’ water resources.

This briefing provides a country-by-country update on the current state of renewable energy incentive schemes in the Western Balkans and what legislative changes have been made to these schemes since our previous report was published.
