In late 2024, the European Bank for Reconstruction and Development (EBRD) adopted its new five-year Infrastructure Sector Strategy. This strategy represents a significant step towards sustainable urban transport investments and has the potential to drive systemic change and a paradigm shift in behaviour. However, it remains to be seen whether the implementation of the strategy will strike the much-needed balance between infrastructure investments and policy actions.

This issue paper was prepared for the EBRD Annual Meeting 2025.
