Anna is Bankwatch’s Ukraine Reconstruction Campaigner, working on green reconstruction and environmental safeguards in Ukraine’s recovery. Her work focuses on alternative sources of energy for communities, energy resilience, and the alignment of Ukraine’s energy policy and public investment management system with EU standards. Originally from Kyiv, she holds an MSc in Environmental Sciences and Policy from Central European University and is based in Bratislava.

The paper outlines what comes next after the preparation of the Territorial Just Transition Plans and their final approval by the European Commission. It takes a look not only at the actual planning and spending of the funds provided in accordance with the approved Plans, but also at the challenges faced by the regions and the level to which they are prepared to address them. The checklist provides an easy-to-use overview of what each region should have in place in order to make sure it reaches its professed goals along with a discussion of each issue, relevant examples and references to more detailed reports, documents or regulations concerning particular points.
After one year of negotiations, at the beginning of April, the European Commission finally endorsed the sixth and final version of Bulgaria’s recovery plan. According to the Commission, nearly 60 per cent of the projects included in the plan support the green transition of the country, which is the highest percentage among all the recovery plans approved so far.
The guide is a product of the Life ETX project, led by Carbon Market Watch, and has received funding from the LIFE programme of the European Union.
