Anna is Bankwatch’s Ukraine Reconstruction Campaigner, working on green reconstruction and environmental safeguards in Ukraine’s recovery. Her work focuses on alternative sources of energy for communities, energy resilience, and the alignment of Ukraine’s energy policy and public investment management system with EU standards. Originally from Kyiv, she holds an MSc in Environmental Sciences and Policy from Central European University and is based in Bratislava.

In recent years, Romania has witnessed a concerning rise in cases of environmental degradation and violations of nature protection laws. This trend has significant implications not only for the country’s natural heritage but also for the rule of law. Additionally, it poses challenges for environmental organisations and citizens that advocate for nature conservation. Serbia’s draft National Energy and Climate Plan is currently on public consultation until 28 July. But despite some positive measures, it raises more questions than it answers.
The following report shows how seven central and eastern European (CEE) countries are approaching the NECP revision and details how the context has changed since the initial NECPs were prepared in 2018 and 2019.
In the decade leading up to 2020, the Western Balkans’ energy transition got off to a poor start, with governments limiting wind and solar investments and instead incentivising a small hydropower boom, which has damaged pristine rivers and streams across the region.
