In 2024, the six Western Balkans countries consumed only one per cent of the gas used in the EU, and around four per cent of that used in Germany. And three of the countries – Albania, Kosovo and Montenegro – barely use gas at all. But instead of maintaining this advantage, all the countries except Kosovo plan to increase gas consumption. This briefing provides an update on gas build-out plans in the Western Balkans since March 2023 and finds that they have remained remarkably steady in the last two years, despite increasing risks and financing challenges.
