Environmentalists applauded the European Investment Bank’s decision last week to phase out fossil fuel lending by the end of 2021. But to the average oil and gas company angling for a loan, the decision may not make much of a difference. In the fossil fuel financing game, the European Investment Bank (EIB) is a bit player.
