Closing the door on waste incineration for district heating in central and eastern Europe

The EU’s Modernisation Fund financed over EUR 2 billion worth of waste incineration projects in the Czech Republic and Poland. However, from January 2025, such projects will no longer be eligible for public financing due to the introduction of the ‘do no significant harm’ (DNSH) principle into the Fund.
It is essential that Member States and public financing align with EU principles and avoid investments that lock them into unsustainable practices like waste incineration.
