EU funds provide an exceptional opportunity for Member States to support the development of the community energy movement through ambitious programmes financed by the Cohesion Fund, the Recovery and Resilience Facility and the Modernisation Fund. However, despite significant progress on promoting renewable energy, energy communities still face significant barriers to accessing financing.

This briefing includes a set of practical recommendations for developing successful calls for proposals, including suitable selection criteria that can boost the growth of the community energy movement across central and eastern Europe. It aims to provide practical guidance that can be incorporated into national legislation. It also calls on managing authorities to make concerted efforts to develop criteria that consider the specific needs of energy communities, ensuring they align with national and regional contexts.
