Although the Hungarian recovery and resilience plan has undergone major changes since its first draft, it is still far from ensuring a green and just recovery. Despite MTVSZ / Friends of the Earth Hungary’s proposals, the final version leaves households alone in their efforts to improve energy efficiency and fails to propose easily-achievable biodiversity measures. If small modifications are made during the EU-level approval process, the plan could be improved considerably.

The EU-backed Energy Community Treaty, signed in 2005 and comprising the western Balkan countries, Ukraine and Moldova, has been widely hailed as encouraging regional co-operation. It also sets a legislative framework for the signatories (also known as the contracting parties) that should contribute, along with the EU accession process, to addressing the environmental and social impacts of the energy sector. Indeed, examples of the Energy Community’s added value are its adoption of renewable energy targets in October 2012, as well as a requirement for power plants to comply with EU emissions limits.

Serbia is mostly an energy importer of oil and natural gas which, along with coal products constitute around 90% of its yearly energy consumption. Although the country has produced oil and gas in small quantities since the mid-50s, it is heavily reliant on imports, mostly from Russia. In March 2013 a long-term deal was signed with Gazprom to extend gas imports of more than 2.5 billion cubic meters up to 2021 with a 13 per cent reduction for current prices.
