The European Commission’s Roadmap for a competitive and resource efficient transport system by 2050, published March 28, comes with the bold target to cut carbon emissions in transport by 60 percent before 2050, however this is undercut by inaction during the crucial years before 2030.

The Western Balkans countries are aspiring to become members of the European Union. On 24 October the Ministerial Council of the EC-backed Energy Community will approve a list of priority energy infrastructure projects resulting from the Regional Energy Strategy known as Projects of Energy Community Interest (PECIs) for the Western Balkans, Moldova and Ukraine. These projects would be prioritised for fast-track approval and public financing.

Analysing the estimated energy demand and production capacities in Western Balkan countries, this study shows that if countries realise their planned capacity expansions, the region will have a 56 per cent electricity surplus in 2024, led by Bosnia and Herzegovina and Serbia. Nearly all governments in the region aspire to become electricity exporters, but the study argues that if governments fail to take into account the regional perspective, they could end up with power plants becoming simply uneconomic to operate.
