Zagreb residents protest incinerator plans ahead of new waste management plan approval

I had a strong sense of deja-vu today. On 31 March 2008, residents of the Zagreb suburb of Resnik held a protest against plans for a 385 000 tonnes per year waste incinerator which was to be built nearby. It was a sunny day and the majority of Resnik’s residents came along to show their opposition to yet another industrial facility being built in their neighbourhood and to push for a waste management system built on waste prevention and recycling.

Seasoned Bankwatch-watchers may recall our successful four-year campaign to stop the EBRD from financing a waste incinerator just outside Zagreb. Between 2005 and 2008, we supported Zelena akcija/Friends of the Earth Croatia and local group UZOR to prevent the City of Zagreb from building a huge 385 000 tonnes per year waste incinerator in Resnik on the outskirts of Croatia’s capital.

The Czech Republic’s long-standing difficulties in realising major waste incinerator schemes via EU funds investments have taken a turn for the worse in recent weeks as the European Commission has poured cold water on the country’s incineration plans, both as they apply to the 2007-2013 EU funding period and to the forthcoming 2014-2020 period now entering the final stages of negotiations.

This study offers evidence and guidelines for the development of sustainable Operational Programmes in EU Member States in the waste management sector, the sector where most countries in central and eastern Europe seriously lag behind EU standards and achievements. As a policy analysis it tries to directly link the European Waste Framework Directive and the new Cohesion Policy Regulation by understanding the Resource Efficient Europe Initiative.
